Advancing Community-Based Emergency Response

The second phase of the Heartsafe NWE project has been crucial in building local first responder networks, deploying life-saving technology, and strengthening community engagement.

As we conclude this phase, we look back on what has been achieved and how these efforts will help create a more heartsafe Europe.

Strengthening Local First Responder Networks

In the past six months, the project has made significant progress in establishing and refining first responder systems across the three pilot regions: Galway (Ireland), Leuven (Belgium), and Neuwied (Germany).

Pilot Regions Fully Assessed and Mapped

A comprehensive analysis of each region’s emergency response landscape has been done. This included:
✔ Mapping existing emergency respopnse systems
✔ Evaluating AED (Automated External Defibrillator) coverage and accessibility
✔ Understanding local legal frameworks
✔ Identifying stakeholder networks to strengthen collaboration

This groundwork was essential to ensure that each region’s first responder system is tailored to its unique challenges and needs.

Successful Stakeholder Engagement

Collaboration has been key in ensuring the long-term success of the project. Over the last six months, we have actively engaged with emergency services, local authorities, NGOs, and community organisations. 

These efforts have laid a solid foundation for an effective, community-driven emergency response network.

Advancements in Technology & Operational Readiness

One of the most critical milestones in this phase has been the deployment of the first responder alerting platform in all three pilot regions.

Launch of the First Responder Alerting System

The system is now fully operational, enabling that citizen responders can be alerted in real-time when an emergency occurs. This enhancement will dramatically reduce response times and increase the likelihood of survival in OHCA cases.

Mobile App Development in Final Stages

To further support operational efficiency, development of a dedicated mobile application is nearing completion. Set to launch in Q3 2025.

With this tool, we expect to further increase the reach and impact of the first responder network.

Expanding Awareness & Training Programs

A strong response system is not just about technology—it’s about people. That’s why community engagement and training have been central to this phase of the project.
